A two-part formal submission to the National Treasury on the draft General Public Procurement Regulations, 2026. The principal submission sets out Clarysis's position on technology-enabled procurement integrity, transparency mechanisms, and the architectural requirements for a fit-for-purpose public procurement platform. A supplementary submission followed, expanding on the principal position and providing further technical commentary on digital procurement infrastructure requirements and additional provisions in the draft regulations.

Clarysis draws on a documented, multi-jurisdictional evidence base spanning several decades of implementation experience to set out the case for a consumer-activated voluntary compliance programme designed for the South African context and structured to integrate with SARS Modernisation 3.0 infrastructure.

A position paper examining the governance, institutional readiness, and policy architecture requirements for responsible AI adoption in South African government. Addresses the gap created by the withdrawal of the Draft National AI Policy (April 2026) and sets out a framework for AI governance that is implementable under existing legislative authority.

A position paper on the architecture and governance requirements for a unified digital identity capability in South Africa. Examines the intersection of NHI patient identity, citizen identity infrastructure, and interoperability obligations across government systems.

Health Data Infrastructure Beyond the NHI: A Standards-Based Approach

A position paper on health data interoperability and standards modernisation in South Africa, framed as NHI-invariant infrastructure available under existing National Health Act authority. Addresses HNSF standards modernisation and conformance regime design as immediate, legally available reform levers.

RPL Digitisation: A Platform Architecture for Recognition of Prior Learning

A concept note and architecture position on digitising the Recognition of Prior Learning process in the South African TVET sector. Sets out a three-tier access model (digital, USSD, and physical verifiable credential) designed for equity of access and institutional interoperability.
